This image comes at the beginning of chapter four, in which Gulliver leaves Laputa to travel to Balnibarbi, because the only things that the Laputans were interested in was mathematics and music, neither of which Gulliver was particularly interested nor skilled in. The same image appears in the 1843 Krabbe edition.
