The City of El Cerrito has adopted Administrative Policy I A 4 to guide the naming or memorializing of public facilities, property, and other city resources. The policy establishes objectives and procedures to ensure that naming decisions reflect community contributions, geographic identity, and the values and heritage of the city.
Under the policy, city facilities or resources may be named to recognize individuals, groups, or organizations that have provided significant service to the community. Such recognition typically reflects long-term contributions that have had a direct and positive impact on the community and were not primarily part of a profit-making activity.
The policy also allows naming recognition when a person or organization makes substantial financial or material contributions toward the construction or development of a facility. In such cases, the contribution must generally exceed fifty percent of the capital cost of the facility or facility section, and the request for naming must be made at the time of the donation.
Requests for naming or memorializing city facilities may be submitted by individuals, community organizations, commissions, or the City Council itself. Applications are reviewed and placed on the City Council agenda for consideration. The City Council evaluates nominations at a public meeting, allows public testimony, and makes the final decision through a majority vote.
The policy also permits the use of plaques and markers to honor individuals, groups, or organizations or to identify historical locations. Park benches, trees, or similar amenities may also include commemorative plaques. The City retains the authority to reject naming requests and may rename facilities when the existing name becomes inappropriate or when a significant national or local event warrants renaming.
Through this policy, the City of El Cerrito aims to ensure that commemorative naming and memorialization of public resources are conducted in a consistent, transparent, and community-focused manner.
