The City of Merced adopted Administrative Policy A-20 in 2003 to establish procedures and criteria for naming parks, recreation areas, public facilities, and redevelopment agency facilities. The policy aims to ensure that public spaces are easily identifiable, reflect the character and values of the community, and encourage public participation in naming and dedication processes.
The policy applies to all city-owned recreational properties and public spaces, including parks, open spaces, wetlands, buildings, and other facilities managed by the City of Merced or the Merced Redevelopment Agency. Naming decisions emphasize community values, local history, geography, environmental features, civic contributions, and service to the community.
Facilities may be named after geographic locations, natural features, historically or culturally significant individuals, or individuals and groups closely associated with the land or facility. Naming after individuals is generally reserved for those who have made significant contributions to the city or who have donated land or resources that benefit the community.
The naming process requires a written application submitted to the Director of Parks and Community Services or the appropriate department head. City staff review proposals for compliance with policy criteria and verify the contributions of any individuals being honored. Proposals are then reviewed by a Selection Committee composed of members of the Recreation and Park Commission, City Council representatives, and other city officials.
Public input is gathered through public hearings before the committee makes recommendations to the City Council. The City Council holds final authority over naming decisions. The policy also outlines procedures for renaming facilities, which require careful review to ensure that proposed changes meet the established criteria and maintain continuity with community traditions.
