Policy

The City of Emeryville established a policy to guide the naming, dedication, and donation processes associated with city facilities, including parks, recreation areas, buildings, and memorial benches or plaques. The policy aims to ensure that facility names are meaningful, recognizable, and connected to the community while maintaining a consistent and transparent decision-making process.
In general, city facilities are preferably named based on their geographic location, such as nearby neighborhoods, streets, or recognizable landmarks, to make them easy for residents and visitors to identify. However, the policy also allows naming based on other factors, including natural features, historical significance, or community contributions. Facilities or portions of facilities may be dedicated in honor or memory of individuals, groups, or organizations that have made significant contributions to the community or to the development of the facility.
The policy also provides guidelines for memorial benches and plaque donations. Individuals may sponsor memorial benches to honor a deceased person, provided certain conditions are met, including the requirement that the honoree must have been deceased for at least one year. Donors are responsible for covering the costs associated with the purchase, installation, and maintenance of plaques or benches.
The City Council has final authority over the naming of city facilities and may review recommendations from advisory committees. Bench and plaque donation applications are reviewed by the Community Services Department, with appeals handled by the City Manager. Through this policy, the City of Emeryville ensures that facility naming and dedications reflect community values, recognize meaningful contributions, and maintain clear administrative procedures.
