The City of Oxnard outlines a structured yet flexible process for naming parks and public facilities. Naming requests may be submitted by any individual, organization, or City employee and must be filed with the City Clerk or designee. For parks and recreation facilities, the Parks and Recreation Commission reviews the request and provides a recommendation to the City Council, while other public facility naming requests are reviewed directly by the City Council.
All proposals are considered during a public meeting, where additional name suggestions may also be introduced. Following evaluation of all submissions and any recommendations, the City Council retains full discretionary authority to select the final name. In certain cases, facilities may be named after individuals; however, if the individual is deceased, at least five years must have passed before their name can be considered. This policy reflects a combination of public participation, administrative review, and centralized decision-making authority.
