The City of Oxnard outlines a structured yet flexible process for naming parks and public facilities. Naming requests may be submitted by any individual, organization, or City employee and must be filed with the City Clerk or designee. For parks and recreation facilities, the Parks and Recreation Commission reviews the request and provides a recommendation to the City Council, while other public facility naming requests are reviewed directly by the City Council.
All proposals are considered during a public meeting, where additional name suggestions may also be introduced. Following evaluation of all submissions and any recommendations, the City Council retains full discretionary authority to select the final name. In certain cases, facilities may be named after individuals; however, if the individual is deceased, at least five years must have passed before their name can be considered. This policy reflects a combination of public participation, administrative review, and centralized decision-making authority.
The City of Palm Desert established a Parks and Facilities Naming Policy through Resolution No. 2015-33 to guide the naming and renaming of city parks, recreational facilities, and related public amenities. The policy recognizes that assigning names to public spaces creates a lasting identity for those places and therefore requires careful consideration and a consistent process.
Facilities may be named based on several principles. Names may reflect geographic or environmental features, neighborhood or street associations, or historically significant elements related to the site. The policy also allows facilities to be named after individuals, families, or organizations that have made significant contributions to the community or to the development of the facility. In addition, naming may recognize substantial donations or sponsorships that support park development or maintenance.
The policy establishes guidelines for naming in recognition of major financial contributions, including land donations, funding a significant portion of the facility’s development, or providing endowments for long-term maintenance. However, the policy emphasizes that sponsorship or donor recognition should not result in excessive commercialization of public spaces.
Naming proposals must be submitted in writing to the City Manager’s Office. City staff review the request to ensure that it aligns with the policy’s principles. The Parks and Recreation Commission then evaluates the proposal and provides a recommendation to the City Council. The City Council holds final authority to approve naming decisions and may establish additional review groups when appropriate.
Through this policy, the City of Palm Desert seeks to ensure that naming decisions reflect community values, recognize meaningful contributions, and maintain consistency and transparency in the management of public facilities.
